What else can I do about my neighbor?

Yes, you call every time he does something stupid... Next time you see him get behind the wheel of a vehicle and he is drunk... Get into your vehicle and follow him (stay back a block or two) and the reason I say this, is so that you can give directions to the police. Call 911, inform them there is a drunk driver, headed ..blah, blah, blah. You keep this up and you'll get him on the cops radar screen and they start watching him....
